Regulation on Local Climate Change Action Plans and Provincial Climate Change Coordination Boards Published
The Regulation on Local Climate Change Action Plans and Provincial Climate Change Coordination Boards (Regulation), published in the Official Gazette dated 4 August 2026 and numbered 33330, sets out the procedures and principles governing local climate change action plans to be prepared at the provincial level, as well as the structure and operating procedures of provincial climate change coordination boards.
The key provisions introduced by the Regulation are summarised below:
- A local climate change action plan is prepared for each province. Local climate change action plans (YIDEP) cover the entire territory of the relevant province and are prepared for the purposes of climate change adaptation and reducing greenhouse gas emissions.
- The institutional framework for the preparation and implementation of YIDEPs has been established. YIDEPs are prepared under the coordination of the governor, with the participation of the relevant municipalities, institutions and organisations, and are approved by the Provincial Climate Change Coordination Board (Provincial IDKK).
- The principles governing the monitoring and updating of YIDEPs have been regulated. The implementation of the plans is monitored annually, the results are reported, and YIDEPs are updated every five years.
- The Regulation introduces the concept of the “Climate Portal”. The Climate Portal is an online portal through which data, information and documents relating to climate change activities carried out by public institutions and organisations, local administrations, universities, the private sector, non-governmental organisations and individuals are brought together in a single source and made accessible to stakeholders.
